Psychologist tells Lammersville board students at elementary school face repeated bullying and sexual assaults

Dr. Laura Strickland, a licensed clinical psychologist and parent, addressed the Lammersville Joint Unified School District governing board on June 18, saying she has witnessed repeated bullying and what she described as sexual assaults at an elementary school since the beginning of 2024.

"I am doctor Laura Strickland, and I'm a licensed clinical psychologist. I'm here to address my concerns regarding safety and well-being of our students," she said. Strickland described incidents she said involved intentional touching and other behavior that, she argued, the district's current policy does not adequately deter or remediate. She told the board that victims have returned home in tears and that several incidents have involved children being told they were "violated."

Strickland cited national and district guidance on bullying and harassment and asked trustees to ensure principals and teachers have the tools to protect students. "It's the job of the board members to give the schools what they need to keep our students safe and to support staff," she said, and urged the board to review practices other districts use — including calling police when assaults are reported.

Board President Lisa Boulay thanked Strickland for sharing her concerns and said, "We will certainly have someone from the district reach out to you." The board did not take formal action at the meeting; staff said they would follow up with the commenter after the meeting. The public-comment period is governed by Government Code section 54954.3, which the clerk read before public remarks.
