Town of Conquest adopts county‑assisted land‑use regulations; county to finish critical environmental area designations

Planning Director Kari Terwilliger reported that the County’s Planning Department completed development of the Town of Conquest Land Use Regulations, a 16‑month project led by Senior Planner Evan Tuthill. The package includes rules for site plan review, special use permits, solar energy systems, the Town Environmental Quality Review and subdivision standards. The Local Law was adopted by the Town on August 18, 2025.
Senior Planner Evan Tuthill told the committee the only remaining administrative step is to officially designate four Critical Environmental Areas identified in the Local Law and to close out the county contract. He said the project has generated $11,570.07 in revenue so far and is expected to bring an additional estimated $1,943.06 before close‑out. A contract for follow‑up training services (building permit/site plan review, special use permits, subdivision review, variance and appeals, and grant opportunities) has been provided to the Town and is under review by County Contracts staff.
The County will provide training to Town officials on implementation tasks once the contract is executed. The committee did not vote on any additional funding at the meeting; the reporting focused on status, revenue to date and next administrative steps.
