Council removes building-department salary item after commissioners ask for delay

The Allen County Council voted on Feb. 11 to withdraw a set of proposed salary-band changes affecting the building department after county commissioners asked the council to hold the item for further review. Councilmember Tom Harris moved to withdraw the item and Councilmember Kerley seconded; the motion was approved and the agenda was adopted as amended.

Commissioner Ron Turpin, who spoke to the council, said an outside salary survey firm (NFP) recommended moving inspectors up one pay band and senior inspectors up two bands. "Their recommendation to us was to move the inspectors one level and to move the senior inspectors two," Turpin said, adding that the building department has seen reorganization over the past six months and that market pressures in the construction trades made the positions "hot jobs." Turpin said the commissioners asked for the hold to avoid "unintended consequences" across the county's roughly 1,800 employees.

Councilmember Paul Lagemann pressed for a clear legal explanation of who has statutory authority to originate and approve salary ordinances and asked County Council Attorney Mitch Harper for a written opinion. Harper said agenda control and local procedures carry some discretion and offered to draft guidance and recommend council rules; he cautioned he did not have the controlling statute on hand. "I would be pleased to do that," Harper said, and the council asked for a written legal response before taking action on similar items.

The vote to remove the item generated confusion over the floor tally in real time: the chair initially announced the motion "Passes, 3-1," and floor discussion included a later statement that the count was effectively 4-1. The council did not take the salary action that night and asked the attorney to provide statutory clarification for future meetings.
