Cayuga County to develop first countywide strategic plan since 1969 with $103,500 state grant

Director Kari Terwilliger told the committee that Cayuga County was awarded $103,500 for a 36‑month Countywide Strategic Plan intended to replace the county's last comprehensive plan from 1969. The project formally began April 1, staff have met twice with the NYS DOS project manager and convened a diverse 16‑member steering committee; public outreach has included three well‑attended kickoff meetings in July and a short survey series.
Terwilliger said planners are now drafting the community profile and that the grant is a 90/10 award with the state covering 90% of eligible costs and the county budgeting the remaining 10% for staff time across 2025–2027.
