Town of Conquest adopts county‑assisted land‑use regulations; county planner to finalize critical environmental areas

Senior Planner Evan Tuthill briefed the committee that the Town of Conquest contracted the Cayuga County Planning Department to prepare land‑use regulations covering site plan review, special use permits, solar rules, SEQR, and subdivisions. After environmental review, a recommendation from the County's GML‑239 committee and a public hearing, the local law was adopted on Aug. 18, 2025; the remaining technical task is officially designating four critical environmental areas specified in the law.
Tuthill noted the project has generated $11,570.07 in revenue to date and is expected to bring an additional ~$2,000 before completion; the Town of Conquest budgeted $5,000 in FY2025 for CCPED training on permit issuance, site plan review, subdivision review, variance and appeals, and grant opportunities.
