Board adopts resolution clarifying special open-enrollment eligibility for school board members

The School Employees Benefits Board voted to adopt a resolution clarifying when school board members may enroll in the SEBB program under statutory special open-enrollment (SOE) rules.
Stella Ing, policy and rules coordinator in the IRB division, presented the revised resolution and summarized stakeholder feedback: five submissions (three in support, one no issue, one with a suggestion). She said the text was revised to clarify eligibility for both elected and appointed board members, and to address notification requirements. "We received 5 stakeholders feedback, 3 in support of the resolution and 1 with no issue and 1 with a suggestion," Ing said.
Chair Ryan Moran asked for a motion to adopt the resolution (presented on slide 5). Donna Hansen Murray seconded the motion. The board opened a public-comment period focused on the resolution; no members of the public addressed it. The chair then called roll: Allison Poulson, Donna Hansen Murray, Carrie Schaefer, Omid Hadari, Laura Kristofferson and Pam Crews voted 'Aye'; Terry House was absent. The resolution passed.
Staff said the agency will issue guidance to SEB organizations and incorporate the resolution into program rules, and will continue to evaluate other potential special open-enrollment events raised during stakeholder feedback. The board did not amend the resolution on the floor.
