Planning Director Marika Kopp proposed two amendments to the fee schedule: a 3 percent technology fee on building, planning, and zoning application fees to defray ongoing GovWell permitting software costs, and a water allocation maintenance fee equal to 25 percent of the current Single Family Equivalent (SFE) fee for each unused SFE during years six through nine of the ten‑year allocation period.
Trustees debated the two items. Several trustees supported reinstating the maintenance fee to discourage long‑term reservation of unused water allocations, while Trustee Cindie Swisher opposed the 3 percent technology fee, saying it would "increase development costs and should instead be treated as a normal operating expense." The Board adopted Resolution No. 2026-47 to amend the fee schedule; the recorded vote included one nay (Swisher).
