During the July 14 work session, councilmembers specified the technical deliverables they expect from the Zions Public Finance Transportation Utility Fee study. The council asked staff to make the study cover an "analysis of the appropriate roadway level of service," the "revenue required to sustain that level of service," options for phased implementation, Equivalent Residential Unit (ERU) calculations for residential and commercial properties, and revenue projections under various fee scenarios.
Mayor Marie Dougherty and councilmembers emphasized the importance of establishing a level of service before determining fee amounts so the public understands what the fee would buy. Councilmember Jennifer Christensen reiterated that the fee should be supported by documented need and that dedicating revenue specifically to transportation improvements would provide transparency. The council also discussed using a multi‑year fee schedule "that would provide residents with predictable, incremental increases rather than significant one‑time adjustments," if legally permissible.
The council asked staff to return with funding alternatives and recommendations once the study is complete. No ordinance was proposed or voted on at the session; the council agreed to withhold policy decisions until it has reviewed the consultant's analysis.
