Rachel Olm of HEI reviewed the draft action table for the Blue Earth River Watershed Plan and the Policy Committee discussed several technical and programmatic clarifications. Members pressed on the number of cover crop acres and associated costs and asked for a more specific description of the shoreline stabilization action. The minutes record requests to clarify jurisdictions and priority levels for shoreline work and to link streambank stabilization to the capital improvement projects table and urban best-management practices (BMPs).
Committee members also requested that river recreation be added to the education and outreach section and discussed bacteria goals and septic-system issues as they relate to watershed targets. The minutes summarize these discussion points but do not record detailed technical responses or numeric estimates; staff follow-up was requested to refine action-item language and include river recreation in outreach planning.
