The Land Use & Transportation Committee voted July 27 to recommend a resolution to add a commemorative street name honoring Dr. Carlotta Texadora Del Portillo on Bartlett Street (between 21st and 22nd).
Grace Huang, speaking for President Mandelmann's office, explained SFMTA advised on sign-space constraints and that the office amended the proposed name to "Carlotta Texadora Del Portillo Way" to balance readability and full recognition. "This commemorative street naming is a way to honor Dr. Del Portillo for her extraordinary service as an educational and civic leader in San Francisco," Huang told the committee.
Community speakers — including former school board president Juanita Owens, City College Mission Center Dean Gregoria Cahill, Cynthia Pallini, Mary Hernandez and others — described Del Portillo's decades-long role expanding access to education and mentoring students. "When I think of Carlota, I think about a trailblazer, not because she sought recognition, but because she understood that leadership is about opening doors for others," Juanita Owens said in public comment.
Chair Melgar moved to adopt the amendments proposed by the president's office and forward the resolution to the Board of Supervisors as a committee report; the committee voted with three ayes. The item will appear on the Board agenda for 07/28/2026.
