The Independence Planning Commission approved a short-term rental at 813 South Liberty Street by a unanimous 7–0 vote after hearing from staff, neighbors and the applicant.
Staff recommended limiting the property to two bedrooms and four adults and said the proposed operation complies with the city’s separation requirements. Applicant Doug Cheney described renovations, professional noise monitoring and use of a nationwide management company, Evolve Management, for reservations and compliance.
A nearby resident, John Anthony, said he was not necessarily opposed but told the commission he believed bookings had occurred during FIFA without the required short-term rental business license; he said neighbors had collected petitions and that notification about the operation could have been clearer. Staff responded that the operator had an active landlord license but that a separate short-term rental license and transient guest tax remittance are required after the planning approval and that earlier bookings had fallen “under the radar” of city compliance processes.
The commission approved the permit after the applicant and staff clarified the licensing status.
