Ruston staff and consultant SCJ Alliance presented the city’s periodic Comprehensive Plan update on Feb. 17, saying the document aligns with Growth Management Act requirements and recent state mandates on housing and tribal consultation.
Kirsten Peterson of SCJ Alliance summarized the update, which incorporates Department of Commerce and Puget Sound Regional Council comments. She told council the city’s 2020 housing baseline is 517 units and the 2044 allocation is 686 units, requiring planning for 169 additional housing units over the 20-year period. Peterson also described updates to transportation, environmental and housing policy to reflect recent state laws and PSRC Vision 2050 guidance.
City staff noted the update does not include Marina District height language; that specific development request for Lot 15 will be handled separately after the Planning Commission reviews Marina District performance standards as directed by the council. The presentation and first reading move the Comprehensive Plan forward in the legislative adoption sequence; staff said the second reading and final adoption are scheduled for a future council meeting.
