Board of Adjustment approves Mayfield Colony manufacturing permit with paving escrow and waste-storage conditions

The Clark County Board of Adjustment voted Oct. 21 to approve a conditional use permit allowing Mayfield Colony to move a wall-manufacturing operation to the south half of Section 4, Township 114 North, Range 56 West of the 5th P.M. Luke Muller, representing First District staff, reviewed the property specifics, relevant ordinance language and staff recommendations. The board’s approval carries a condition that the permit will not become effective until an escrow account is established to cover paving the road leading to the site; the board requested an engineer’s estimate to set the escrow amount.
The board also approved a formal amendment requiring that “all trash, garbage, waste and other refuse shall be stored within an enclosed structure or area surrounded on all sides by a solid walled fence until hauled to a properly permitted waste facility or disposed of in some other manner approved the South Dakota Department of Agriculture and Natural Resources.” Michael Waldner, speaking for Mayfield Colony, asked the county not to require paving, saying the road “hasn’t been torn up and hasn’t been a problem in the past.” No additional public testimony was offered, and the motion carried with Commissioners Sass, Hass, Gjerde and Schlagel voting aye.
