Commission approves BNSF crossing work and awards groundwater monitoring contract at landfill

Cowley County’s Public Works superintendent described an agreement with BNSF Railway and the State of Kansas to perform railroad crossing improvements on 86th Road. County officials approved the agreement at the Jan. 20 meeting; the county will not incur a cost for that work.
Separately, Public Works presented a proposal to perform the quinquennial additional groundwater testing required near the county landfill. Officials said this year’s testing requirement increases the cost relative to previous years. The Board approved an agreement with Allied Environmental for groundwater monitoring services not to exceed $20,865.00; Commissioner Wayne Wilt moved and Chairman Jim Maxwell seconded the motion, which passed 3-0.
The crossing improvements and the landfill monitoring represent separate obligations: the crossing work is funded and coordinated with state and railroad partners, while the groundwater monitoring is a county‑paid compliance activity tied to environmental oversight of the landfill.
