Residents urge reforms at Montgomery County Animal Resource Center; county announces three-month pilot with national partners

Residents pressed the Montgomery County Board of Commissioners to address operations and care at the Montgomery County Animal Resource Center (ARC), saying the shelter has declined partnership offers and that many dogs in ARC care show withdrawal linked to behavioral medication and limited socialization. Robin McGeorge, co-chair of the Animal Welfare Task Force, told commissioners the task force lost county participation and urged improved enrichment, better behavioral evaluations, and designated hours at the Bark Park for shelter animals.
Kristen Tilton said a review of ARC public records from 2023 to the present showed a live-release rate she calculated below 73% for shelter intakes and asked the board to commission a third-party Animal Control audit to ensure compliance with Ohio Revised Code Section 955; she also reported her petition had nearly 1,000 signatures. Chris Banks and other commenters urged increased rescue collaboration, more resources for field response to stray animals and stronger recruitment/marketing to reduce staff turnover.
