BZA approves 70-foot warehouse at 5103 Urbana Road with engineer conditions

The Clark County Board of Zoning Appeals approved a height variance to allow a 70-foot warehouse at 5103 Urbana Road in Moorefield Township.

Staff presented Case BZA-2026-04, describing a 15.08-acre I-1-zoned parcel where the applicant proposed a 65,000-square-foot warehouse expansion that would exceed the 50-foot height limit in an I-1 district (Chapter 2, Section 214). Staff noted flood plain exists south of the parcel, the county engineer requested stormwater and detention-basin evaluation, and a traffic analysis was required.

Adam Russel of Capp Construction, speaking for the proponent, said the extra height was needed for vertical racking systems and inventory storage. "The height came from looking at what we needed to clear the height of the racks to the underside of the structure," he said, adding the addition would be warehousing rather than multiple floors of occupied space. Doug Karnes described site parking and staffing (about 25 employees) and said a modest increase in parking was planned.

Board members examined neighborhood character and visibility from Urbana Road; several members noted nearby industrial buildings that meet or exceed current zoning heights. Ms. Breanne Parcels moved to approve the variance with the condition that the applicant comply with all Clark County Engineer recommendations; Mr. Frank seconded. The motion carried unanimously.

The approval is conditioned on completing the engineer-recommended stormwater evaluations, providing a traffic analysis, and incorporating any mitigation required by the county engineer before final permits are issued.
