Land-division outlines Arrowhead vertical expansion, gas-collection plan and variances sought

Hunter Baker of the Alabama Department of Environmental Management's land division told the hearing that HH and T Incorporated, on behalf of Perry County Associates LLC, submitted an application to modify the solid waste disposal facility permit (53-03) for Arrowhead Landfill.
"The permit modification includes a vertical expansion of the previously approved landfill units, implementation of a landfill gas collection and control system, a proposed renewable gas plant, and an updated operations plan," Baker said. He also identified requested variances from ADM administrative code sections cited during the hearing (335-13-4-221B, 335-13-4-22C and 335-13-4-221C) relating to operating slopes and a daily-thickness limit.
Baker said the modification would permit slopes up to 33 percent (3 to 1) and allow completed daily thickness up to 15 feet where the existing administrative code limits are more restrictive. He told the public the department's preliminary determination is that the proposed modification would be in compliance with applicable state and federal solid-waste disposal requirements and "thus, protective of public health and the environment." The hearing record will include technical comments submitted by the public and stakeholders before the department issues a final decision.
The application was filed by HH and T Incorporated on behalf of Perry County Associates LLC; Baker invited technical comments to be submitted to ADEM's e-file system for consideration in the department's response to comments.
