Commission approves site plan to remodel Fire Station 2 to add dorms, fitness and expanded apparatus space

The Rosemount Planning Commission approved a site plan review to remodel and add space to Fire Station 2 at 13581 Azalea Avenue, with conditions A–C.
City staff presented the proposal and said the existing facility no longer meets the department’s operational needs; the remodel includes additional office space, dormitories, a fitness area and expanded apparatus bays. Staff noted the site currently has 49 parking stalls; while code calculations based on total gross floor area would require 74 stalls, staff recommended counting only occupiable floor area for the parking calculation, yielding a requirement of about 40 stalls. Under that method the site provides adequate parking. Staff also confirmed the proposed building height of about 25 feet is within the R-1 zoning district maximum of 35 feet.
Fire Chief Kip Springer told the commission the remodel supports the department’s transition toward a combination staffing model, that planned SAFER-grant-funded hires would increase full-time presence, and that the station will remain operational during construction: "Part of this plan includes that station remaining operational," Springer said. Commissioner Biedner moved to approve the site plan; the commission voted unanimously in favor.
Staff will work with the applicant on final permit documents and condition compliance before issuance of building permits.
