The Rosemount Planning Commission voted to approve a site plan review for an automotive repair business and office at 100 58th Circle West, subject to ten listed conditions.
Staff planner Liz told the commission the property is zoned B-2 PUD employment and that the plan meets code parking and setback requirements, including the required 46 parking spaces. She also noted the applicant had omitted a trash enclosure from the submitted plans and listed its placement as a condition of approval. Applicant representative Nadia Ritter said the building will store trash inside and roll containers out on collection days, adding, “the current plan is to have the trash held within the building, and it would be rolled out on collection days.”
Commissioners discussed the unfinished landscape plan and exterior materials required by the 2024 zoning update (a minimum 40% of exterior materials from the approved list). Some commissioners favored continuing the item to allow final plans for the trash enclosure and landscaping; a majority instead moved forward with approval. Commissioner Rivera made the motion to approve; Commissioner Biedner seconded. The chair recorded that Commissioners Alice and Reed voted nay while Commissioners Arnab, Biedner, Buji and Rivera voted in favor. The motion passed.
There was a procedural discrepancy during the meeting about next steps: the chair said the approved item would go to city council, while planning staff later characterized the action as the commission’s final decision. Staff will publish the official record and next procedural steps.
