Shuler also said the Port de Luce lake project is effectively dead because a landowner refused access for a study and would not sell; he said staff are proposing to redirect available funds toward Mosley Drive, which floods and may require elevation and a larger bridge, and that Arcadis is modeling hydraulic solutions after a survey currently underway. He noted a separate $3.5 million water-sector merge project (Atlanta and Wheeling) is expected to be bid in about 60 days.
