Attempts to hand Joyce Sewer to West Fraser and JCP failed; Jury narrows options

Consultant Henry Shuler told the Jury that representatives approached West Fraser and JCP (owned by Glen Womack) about accepting ownership of the Joyce Sewer District, and both parties declined. "West Fraser does not want it," the consultant said, describing failed transfer attempts.
Shuler also told the Jury that the five‑person board the Jury is supposed to appoint has largely ceased to exist because many appointees are deceased, leaving the system without functioning local governance. With transfer options limited, the Jury agreed to have legal counsel open talks with Utilities, Inc. as a possible buyer.
