Jury told one‑third of Joyce Sewer customers aren’t paying; enforcement hampered by Utilities, Inc. billing

The Jury was told that roughly one‑third of Joyce Sewer customers are not paying their sewer bills and that the district lacks a practical enforcement mechanism because water service — billed by Utilities, Inc. — is not disconnected when water charges are current. "About a third of Joyce Sewer customers are not paying their bill," Henry Shuler reported to the Jury.
Shuler said the sewer charge is about $40 per month for households and explained that Utilities, Inc. issues combined bills and will not terminate water service if the water portion of the account is paid. That structure, he said, leaves the sewer operator unable to enforce payment by shutting off a single service. The Jury did not receive a Utilities, Inc. representative at the meeting and asked counsel to open talks with the company about options.
