The Winn Parish Police Jury on March 17 agreed to ask legal counsel to explore a sale of the Joyce Sewer District to Utilities, Inc. or to reconstitute local governance after a consultant described operational and governance gaps. "The sewer system supplies about 110 households and West Fraser Mill," consultant Henry Shuler told the Jury, citing the scale of customers the system currently serves.
Shuler told the Jury the parish owns the system, which has three lift stations and pays the City of Winnfield roughly $1,500–$2,000 per month for treatment. He laid out two options for the Jury: reappoint a five‑member board and find a new operator to handle billing and maintenance, or pursue a sale to Utilities, Inc. The Jury instructed staff to contact legal counsel Mr. Nevils to begin negotiations with Utilities, Inc. about a potential purchase.
