Geneva County Commission leaves driveway-pipe policy unchanged after review of peer counties

County Engineer Justin Barfield reviewed options for the county’s driveway pipe policy and presented examples from neighboring jurisdictions: Houston County installs pipes for agricultural uses but restricts building for two years, while Coffee County charges $60 per foot if the county installs pipes. Barfield told commissioners the expense currently comes from the 111 Gasoline Fund and is not eligible for recoupment from the 117 RRR Fund.
Commissioner Todd Brannon moved to leave the policy as it is and Commissioner Bart Wilks seconded. The minutes record the vote as 2-0 and also note that Chairman Toby Seay voted to leave the policy as is; the motion was recorded as passed. Commissioners discussed whether continuing to install pipes reduces Road & Bridge work orders, as cited by neighboring engineers. The commission did not adopt a new fee or eligibility change at this meeting.
