The Aspen City Council voted Aug. 13 to revise the municipal tree code to explicitly include wildfire risk as a legitimate basis for tree removal permits and to adopt a Wildfire Mitigation Policy to guide permit decisions. Staff said the code update is intended to reduce wildfire risk while preserving the character and value of Aspen’s urban forest.
Key elements presented by parks staff included: recognition of wildfire as a removal basis, incorporation of a risk‑mapping approach (Firewise defensible‑space principles and a wildfire risk map), fee waivers for removals within five feet of structures, and mitigation fee reductions or offsets where replanting occurs. Staff emphasized that tree replanting is encouraged but not mandatory in all situations and that the city forester will retain discretionary authority over permitting.
