The board voted to approve establishing a Tax Allocation District (TAD) boundary for the Sea of LaGrange redevelopment and to include the county's tax increment in the district through a resolution and intergovernmental agreement. Developer Matt Boone addressed the board, said tenant negotiations were progressing, and emphasized that without the TAD the project would be a "nonstarter." He explained the county's action is to commit its increment; the actual development agreements and construction oversight are matters between the city and the developer.
"This is not a tax abatement. This is tax increment financing," Matt Boone told the commissioners, describing the financing mechanism. Staff clarified the TAD would be established for 25 years and that a sunset or construction-progress provision requires meaningful progress in construction by 12/31/2030 or the debt would terminate. The county's action was to adopt the resolution and sign the intergovernmental agreement to include county increment; development agreements and project details will be handled by the city and the developer.
Boone said his primary hurdle remains budgeting and securing long-term tenant commitments (leases of 10–20 years), and cautioned that until physical construction begins he cannot assign a probability of success. Commissioners discussed the length of the TAD, the sunset provision, and confirmed that the city and school board would also take up the item in their respective meetings; the board then approved the motion to establish the TAD boundary.
