Tom Poole said many residents relied on the existing master plan when buying or building homes and questioned whether public input was being adequately considered; he also raised concerns about transparency in the City’s financial planning and projected revenues.
Other commenters focused on ongoing litigation and financial exposure tied to TerraCotta. Ford Connor said litigation around parking operations has affected collection of parking-related revenues and attributed unpaid amounts to TerraCotta. Laura Leizear referenced a pending court hearing concerning TerraCotta’s property acquisitions and Lot 15, saying a portion of transaction funds would be applied toward Environmental Protection Agency liens. Rick Jones argued that developers should be held to the same height and variance standards as homeowners and warned of potential impacts on views, property values, and city tax revenues.
