Selectboard amends agenda and approves prior minutes; one abstention recorded

At the start of the March 11 meeting the Windsor Selectboard approved an amendment to the agenda to consider borrowing funds from the Water and Sewer Capital funds and then approved minutes for Feb. 25 and Mar. 4, 2026.
Town Manager T. Marsh requested the agenda amendment to allow consideration of a borrowing to cover a school tax payment; J. Johnson moved to amend the agenda and the board approved the amendment by roll call (all in favor). Later, M. McNaughton moved and E. Caffrey seconded approval of the minutes of Feb. 25 and Mar. 4; the vote passed 4–1 with H. Prebish abstaining because he/she/they had not been present at one of the prior meetings. The transcript records no public comments on items not on the agenda.
These procedural votes cleared the way for the board to debate the borrowing request and to proceed with the town manager search and other agenda items.
