Staff recommended and the council approved a five‑year contract addendum with Robinson/Republic to add curbside recycling service to Clinton’s collection program and to continue solid‑waste collection under the same general terms and CPI‑based escalators. City Manager Trevor Cahoon said the contract locks continuity of service and integrates recycling pricing tied to participation levels.
Cahoon explained that the contract assumes a reduced per‑household recycling rate if participation is 80% or greater; lower participation would trigger higher tiered rates. He told the council that the vendor expects to begin recycling pickups in mid‑August, contingent on timely delivery of containers, and that staff does not anticipate large collection‑fee increases in the near term.
Council approved the consent agenda (which included the addendum) by roll call vote. Staff will monitor participation and diversion rates and return if ongoing adjustments to rates or implementation timing are required.
