A county staff member identified in the minutes as Todd presented a draft Road Agreement for MidStates Materials LLC and said the proposed route "shall be the Federal-Aid Secondary Highway system (FAS) route." Todd said he would make adjustments and prepare a similar agreement for Hamm’s.
