Payson City staff presented the citywide tentative FY2026–27 budget and council voted to adopt it as the tentative budget, setting a public hearing for June 17 at 6 p.m. Staff characterized the plan as conservative to account for economic uncertainty and highlighted a proposed citywide budget of $123,373,681. The proposal includes a 4% pay adjustment for employees (2% COLA with the remainder for merit), proposed new positions (a police officer, promotional opportunities, six EMTs for ambulance coverage, a water employee with seasonal help and a GIS position), and no utility rate increases proposed for fiscal year 2027.
"This is a conservative budget," the finance speaker said. The presentation also noted significant planned capital and debt items: a rollover possible for a $750,000 HVAC project, sewer plant completion funding with $5 million in proposed bonds, and continued attention to maintaining required debt-service coverage ratios. Council members asked for a short work session to review details prior to final adoption.
