Payson council adopts formal sidewalk management program, highlights new field app

Payson City Council approved a formal sidewalk management and maintenance inspection program intended to document, prioritize and speed sidewalk repairs across the city. Staff said the city previously had an ordinance and a budget for repairs but lacked consistent procedures; the new program and a GIS-based field application will let workers record lift, severity and status in the field and build data to inform a strategic repair plan.

"This will document for liability purposes, and it will allow us to maintain in a more expedient way," a staff speaker said, describing the app that public works and GIS staff helped develop. Council members praised staff for visible improvements to sidewalks in recent years and noted the program may require additional curb-and-gutter maintenance funding going forward (staff estimated curb-and-gutter spending of about $300,000 last year).
