Engineer outlines $1.3 million plan to rebuild Westbrook Road bridge; 63-day detour planned

The Montgomery County Board of Commissioners received a detailed project presentation on the Westbrook Road bridge reconstruction (BKV-24-3.99, Job #2023-14) from Cedric L. McGhee. McGhee described heavy cracking, exposed reinforcing steel and deteriorated beams on the existing prestressed concrete box-beam bridge, and said the project would remove the existing box beams and replace them with new prestressed concrete box beams.
McGhee provided an engineer’s construction estimate of approximately $1.3 million and said the county has applied for Ohio Public Works Commission (OPWC) funding, “pending (waiting) eligible project costs for $500,000.00 loan or $200,000.00 grant.” He outlined right-of-way acquisitions from multiple parcels (including Brookville Handi-Van Ministry, Trinity Evangelical Lutheran Church of Brookville, and private parcels) and noted necessary clearing and temporary easements for grading, utilities and access. McGhee said the project schedule anticipates design through February 2026, right-of-way work March–September 2026, advertisement and award in early 2027, and construction from March–July 2027.
The presentation included traffic impacts: “The detour for this project will utilize Westbrook Road, Western Avenue, and S. Wolf Creek Street for a duration of 63 calendar days,” McGhee said. Next steps described to the commissioners included completing right-of-way appraisals and recording required easements before advertising the project in January 2027. The county will proceed with negotiations and property transactions as required under Ohio law before construction can begin.
