Luke also flagged a permitting concern: while the town requires 30–45 days for special-event permits, he said the state provided an alternative festival permit that can be processed with three days' notice. "They decided the state gave them the loophole of a festival permit, which only requires 3 days," he said, adding this could be misused to bypass local review. Board members discussed pushing for clearer coordination between NDDA and ProSAB and asked staff to attend the upcoming NDDA/board meeting to clarify the parks' priorities.
