At its March 24 meeting, the American Fork City Council approved a slate of routine and substantive items.
Consent and routine approvals included minutes for multiple prior meetings and ratification of city payments and purchase requests over $50,000. The council authorized release of an Improvements Construction Guarantee in the amount of $153,761.00 for the 43 North Apartments and other construction acceptance items. The council also authorized release of an Improvements Durability Retainer of $7,188.20 for American Fork Tower (802 East 1050 South).
Key voted items included adoption of Resolution No. 2026-03-09R (Jasper Lot land-use amendment), Resolution No. 2026-03-10R (accepting Buckwalter Meadow View Ranch 2 annexation petition), Resolution No. 2026-03-11R (irrigation-share agreements, with preservation language for pending negotiations), Ordinance No. 2026-03-06 (amend Title 5 business licenses), and Resolution No. 2026-03-12R (declare property surplus and authorize disposition to UDOT). The council also approved an interlocal public-safety services agreement with Cedar Hills and accepted the withdrawal of the Julie Clark Annexation application.
Voting patterns: for the recorded votes on action items the tally was four yes votes (Council Members Staci Carroll, Tim Holley, Ryan Hunter, Clark Taylor) and Council Member Ernie John absent. Several motions were moved and seconded by council members as noted in the meeting record.
What happens next: staff follow up on implementation tasks for each item (e.g., coordination with UDOT, drafting annexation agreement terms, notifying parties to pending irrigation negotiations, and drafting clarifying language on business-license appeals).
