The City Council discussed an ordinance amending Chapter 5 of the American Fork City Code on March 10, 2026. The proposed changes would revise application requirements, fees, appeals, revocation procedures and bonds and would move some final administrative decisions from the City Council to the city administrator or the administrator’s designee.
Council Member Tim Holley raised a procedural and governance concern about removing the City Council from the local appeals process. Legal counsel Heather Schriever said staff recommended removing the legislative body from appeals because issuance of business licenses is an administrative act and they wished to streamline the process; she noted dissatisfied applicants could pursue district court review. Ms. Schriever read a portion of the final proposed language for Section 5.04.090: "The name, mailing address, email address and telephone number of the person applying for the license, the physical address, mailing address, and telephone number of the place of business; and photo identification, e-mail address, and telephone number of the individual completing the application." Following discussion, Council Member Ernie John withdrew his motion to adopt and moved to table the ordinance; the motion to table passed unanimously (3–0).
