County hears plan to relaunch Quad City regional incident management assistance team

Brian Payne presented a memorandum of agreement to reestablish a Quad City Regional Incident Management Assistance Team (IMAT) to coordinate multi‑jurisdictional responses across Scott County and neighboring jurisdictions. He described the IMAT as a regional mutual‑aid structure that activates at the request of the authority having jurisdiction and provides coordination, information flow and leadership rather than taking command away from local incident managers.
Payne cited recent gaps—an unavailable state incident management team and an out‑of‑state replacement on prior activations—and said local jurisdictions could save time and expense by staffing a standing regional team. He asked the board to approve the MOA to secure broader participation and sustain the team. "What we're looking for here is an agreement, from the county board to approve it, ideally," Payne said.
