Resident urges comprehensive planning before special-use permit allowing peaking plant on preservation farmland

John Jones, of 23955 92nd Avenue, used his two-minute public comment slot to urge the Scott County Board of Supervisors to resist changing preservation-farmland zoning through special-use permits to allow thermal electric generation.
"I question using, special use permitting zones versus comprehensive planning, to establish a broader energy strategy for Scott County," Jones said, raising specific questions about the need, timing and scale of any new peaking plant and whether emissions from a CIPCO peaking plant would be comparable to a small city. He cited a prior local planning and zoning recommendation to deny an OCI fertilizer plant as an example of what he called "spot zoning" on prime farmland.
