"The general plan itself does not implement immediate changes, but instead sets long‑term direction for growth, transit, water, and infrastructure," O’Brien said. He asked the council to provide early feedback so staff can refine the draft before the Planning Commission work session on April 15.
Council members raised map accuracy concerns in several areas, including the boat harbor and industrial corridors along the freeway. Council Member Staci Carroll cautioned that the draft map currently contains unclear details that would require parcel‑by‑parcel review if left unchanged. Patrick O’Brien and staff proposed spending April to clean up the document, offer one‑on‑one briefings with council members, and then present a more polished draft to the Planning Commission before broader public engagement.
