The Anthony Board of Trustees unanimously adopted the Doña Ana County All‑Hazards Emergency Operations Plan (AHEOP) at its June 18 special meeting and authorized Mayor Gabriel I. Holguin to execute all necessary documents and certifications on the City’s behalf.
Amanda Bowen of the Doña Ana County Office of Emergency Management presented the plan and told trustees it establishes the City's emergency response framework and coordination with local, county, state and federal agencies. After reviewing the plan, the Board proceeded to formal action and recorded a 4‑0 vote to adopt the AHEOP.
The approval completes the local adoption step the county plan requires for municipal participation in coordinated emergency activities. Trustees did not request further amendments during the meeting and staff were authorized to finalize execution documents under the Mayor’s signature.
The Board took the action during the regular presentation portion of the meeting; it did not vote to change the plan's substance during the session. The adoption authorizes municipal coordination under the county's all‑hazards protocols but does not itself appropriate new funding.
