Consultant: Port de Luce lake plan reduced to about 150 acres; landowner outreach under way

Henry Shuler of Shuler Consulting told the Winn Parish Police Jury that state review reduced the proposed Port de Luce lake footprint from roughly 300 acres to about 150 acres. He said the State instructed parish staff to send letters to four individual private landowners and Weyerhaeuser seeking permission to access property for surveying and delineation, and that if a private landowner refuses permission the parish cannot force entry.
Shuler said Weyerhaeuser is the largest landowner and is close to issuing a permit to allow access; he also cautioned that even if the lake is built it would not fully prevent overtopping of nearby Frank White Road, Mosley or Dunn Avenue but that full prevention is not the state's criterion for approval. He said the parish will proceed with the required outreach and surveying permissions before advancing the project.
