Troup County receives low bid of $3.299M for new Fire Station 14; staff outlines staffing and funding plan

Jay Anderson and Director Zach Steele presented the design and bid results for the proposed Fire Station 14 at 3157 Roanoke Road. Anderson said the county received 10 bids; the low base bid for the two‑bay configuration came from Principal Construction (LaGrange) at $3,299,000. The low bid for alternate #1 (a cascade room) was $40,000. The schematic shown to the board included a two‑ or three‑bay option, four dorm rooms (convertible to six), a shift commander’s suite and support spaces; architects from TWR Partners provided the prototype design.
Staff described a recommended deployment: move personnel from Station 10 and consolidate staffing so the new Station 14 would house four on‑duty firefighters (two on a squad and two on engine/apparatus), with Station 10 and other stations remaining open for reserve apparatus, marine operations and volunteer staffing as appropriate. Steele noted permits, septic and driveway access reviews are complete or in process and the project is ready to proceed subject to contract award and funding decisions.
On funding, staff reported the project total at about $3.9 million for the two‑bay build (architecture fees, fixtures, landscaping and site work included) and said SPLOST 5 does not contain the remaining balance; staff recommended using capital funds or SPLOST 6 proceeds to cover overages. County staff said capital funds exist and that SPLOST 6 collections are trending higher than expected, which would provide additional flexibility. No contract award was finalized in the work session; staff will return with a recommendation for award and final funding allocation.
