The clerk's roll call recorded YEAS from Jule C. Wascom, Quanika H. Muse, Warren McCray, Jr., Ryan Byrd and Doug Watson; Mr. Willie Morgan cast the lone dissenting vote. The minutes do not provide Morgan's stated reason for the no vote.
