Airport manager seeks up to $285,000 change order for tree removal; developer agreement for 30‑year hangar lease reported

Troy Anderson told the board that as contractors began obstruction clearing at LaGrange‑Callaway Airport they identified more trees than the 2020 lidar assessment indicated and requested authority to increase the change order cap to $285,000. Anderson said roughly 130–140 trees had been marked and the contractor estimated about 132 trees; he estimated a per‑tree cost of about $1,000 plus hauling and stump grinding, and said funds would come from the airport fund.

Anderson also reported that a developer has agreed to ground‑lease terms for an 80×80 hangar. He said the proposed ground lease would run 30 years and include language allowing the building to revert to the airport after certificate of occupancy at the 30‑year mark. Commissioners asked whether the board’s resolution referenced in the packet should be adopted before or after clearing; Anderson said the resolution would not be required before the cutting and that he would confirm timing with the engineer and have an answer that evening.
