Jury approves design services and change orders for water projects, accepts Winfield booster station completion

On June 17 the jury approved design services for Well No. 29 ($30,000) and Rocky Mount Water Plant improvements ($40,000 CWEF-backed proposal), approved Change Order No. 3 (+$5,500) for the Winfield Road booster station and accepted its Certificate of Substantial Completion; multiple resolutions authorized execution of documents.
Several water and wastewater items were approved by the Bossier Parish Police Jury on June 17.
Assistant Parish Engineer Luke Haney reported Well No. 23 was struck by lightning in 2025 and recommended replacement with Well No. 29. The jury accepted a proposal from Cothren, Graff, Smoak Engineering, Inc. for professional design services and construction observation for $30,000; the project is scheduled for completion in 2027.
Haney also said the parish received a Community Water Enrichment Fund (CWEF) grant for Rocky Mount Water Plant Improvements (Project No. 2026-121, CWEF File No. 2425-CWEF-BSR-001) and recommended acceptance of a $40,000 proposal from the same engineering firm for design and construction observation; the jury approved the recommendation and authorized execution of documents.
Regarding Project No. 2024-120 (Winfield Road New Booster Station, District No.1), Haney explained Change Order No. 3 increases the contract by $5,500 to widen the driveway from 12 to 16 feet to allow parish service trucks access; jurors approved the change order and later accepted the Certificate of Substantial Completion for the booster station, which remains operational with a few punch-list items.
