At 11:00 a.m. Jim Lohmeyer of Blue Cross Blue Shield and Rhonda Fernandez, a professional insurance consultant, presented Pawnee County's January–March 2026 self-funding reports. They covered rising health-care costs, monthly stop-loss reports for the quarter, a High-Cost Member report, and the Claims Stratification report showing incurred and paid claims over the period.
Rhonda Fernandez also reviewed pharmacy utilization, member-paid amounts, and dental usage. Commissioner Rein asked specifically about lower medication costs for some drugs; Lohmeyer discussed SB360, noting it may help small pharmacies but could shift some cost onto plan members. The presentation was largely a technical briefing to inform county budget and benefits oversight.
