Commissioners receive mid‑year insurance review; regional broadband providers update county

Jessica Clayton of One Digital briefed commissioners on the county’s health insurance experience and renewal options. She said Jay County’s average loss ratio is 125% and that the county has seen a smaller renewal trend (about 4%) compared with a 10–12% national average; claims incurred August 1, 2023–July 31, 2024 will be included in renewal calculations. Clayton outlined partially self‑funded and fully insured options, navigator/enrollment support and noted the IRS increased HSA contribution limits for 2025.
Bill Walters, executive director of the ECI Regional Planning District, and Autumn Marshall, regional broadband coordinator, updated commissioners on broadband grant activity. Walters said Brightspeed won recent provider awards in the Next Level Connections round, but three BEAD rounds remain before Jan. 2025 and provider selection is state‑driven. Marshall said designated unserved and underserved areas should receive funding and encouraged planning for long‑term network buildouts.
