Commissioners press JCDC on governance; motion to release half requested funds fails for lack of second

Travis Richards, executive director of the Jay County Development Corporation (JCDC), and board president Angela Paxson presented a quarterly update on operations, READI 2.0 awards, BEAD challenge results and childcare grant work. Richards reported READI 2.0 awarded $35 million to East Central Indiana and that JCDC’s BEAD challenges had 49 approved out of 497 addresses across the county.
Commissioners revisited 13 points they had asked JCDC to address, including reducing board size and bylaw review. Paxson said the board had identified two members for removal due to attendance and expects to form a subcommittee to review bylaws, but she said finalizing a contract would take more time. Commissioner Rex Journay suggested a meeting to prioritize which points must be resolved before a contract. A motion to release half of the funding requested by JCDC for six months died for lack of a second. Commissioners said they want a contract in place before releasing additional funds.
