Jefferson County commissioners approved the Crossroads commercial preliminary plat for a proposed commercial development of roughly 130 acres and up to 63 lots, after negotiating changes to several Planning & Zoning conditions.
Developers argued the P&Z requirement to limit access to only two points would render the site commercially infeasible; they urged a flexible access approach aligned with traffic study findings and ITD recommendations. "If you try to limit a project to two access points, you won't get any retail," a developer told the board, describing comparable retail projects with multiple access points. Staff responded that access management, traffic impact assessment and alignment with Bonneville County/ITD remain required and that several conditions can be phased tied to development activity.
Commissioners and staff agreed to amend or remove specific P&Z conditions (numbers discussed during the hearing) and to require a traffic impact assessment and mitigation plan as the project phases. The motion to approve the preliminary plat with amended conditions passed on roll call. Staff said final plat review, traffic mitigation, and utility sequencing will be handled during later approvals.
