Commission tables new Public Works roadway standards ordinance for one week amid questions

County engineering and road officials presented a draft ordinance that would incorporate state and industry standards (ISPWC, MUTCD, ITD) into Jefferson County’s roadway design specifications and require more detailed traffic-impact studies for larger developments. Staff described changes including increasing asphalt thickness, adding compaction/documentation requirements for trenches, curb-and-gutter on smaller lots, and new stormwater management expectations.
"We've been working on these new standards for quite a while," staff said, describing cross sections, new curb-and-gutter thresholds and the requirement that some impact areas be built to 42-foot curb-to-curb standards. Commissioners asked how the ordinance would affect previously approved subdivisions and whether the county needed an enabling ordinance to permit standards to be adopted by resolution. After extended questions about drainage, turn-lane lengths and the need to review the ordinance text, a commissioner moved to table Ordinance 2026-03 and Resolution 26-15 for one week to allow more review and give Commissioner Clark the chance to consider it. The motion passed on roll call.
